Headquarters

Kigali, Rwanda — a deliberate continental choice.

Rwanda offers the institutional stability, regional accessibility and diplomatic neutrality required for a continental confederation that must convene practitioners from Dakar to Nairobi, Cairo to Cape Town, Kinshasa to Abuja.

Kigali International Airport connects directly to every major African capital, and Rwanda's record of administrative discipline, public‑sector reform and continental hosting makes it a natural seat for ACTET's permanent Secretariat.

The headquarters may be relocated only by a three‑quarters majority of the General Assembly with representation from at least four of Africa's five regions — a safeguard ensuring no single interest can unilaterally move the Confederation.
