Supreme Authority

The General Assembly

The highest decision‑making organ of ACTET. Sets strategic direction, elects leadership, approves the budget, amends statutes and admits new members. Decisions are taken through a tiered majority framework that requires regional representation for the most consequential matters.

Principal Elected Leader

The President

A strategic and ambassadorial role — not day‑to‑day administration. Presides over the General Assembly and Executive Council, and represents ACTET in high‑level engagements with governments and continental bodies. Three‑year term, renewable once.

Governance & Oversight

The Executive Council

Oversees implementation of Assembly decisions, approves annual plans and budgets, supervises governance compliance and reviews membership and disciplinary matters. At least one‑third of seats are reserved for women, with mandatory youth representation. Quorum requires representation from at least three regions.

Chief Executive Officer

The Secretary General

The permanent administrative leader of the Confederation, competitively recruited through a transparent, merit‑based process — not elected. Leads the Secretariat in Kigali and ensures institutional continuity beyond any single leadership cycle.
